How many days is the aircraft expected to be on station in San Angelo, TX, per year? We can’t measure this by days per month, but it is an average of two flights per pilot, per month. That may be front loaded for example, we may need to fly two months worth of flights in one month due to work, leave, and TDY schedules. So, it is difficult to place a days per month on the contract. All things being equaled out over a 12 month period it would be around 8-10 days per month but which 8-10 days per month would depend on our local schedules. How many pilots does the USCG expect to utilize this service, assuming that each pilot will need ~50 hours per year of time on the aircraft? First year would be to cover 4 pilots, so 200 hours. After that it would be anywhere from 4 to 8 pilots per year (200-400 hours) depending on staffing. Is there a year of manufacture limit on the supplied aircraft, other than the required equipment? As long as it meets the required equipment and air worthiness we don’t have an age requirement. Is the pricing structure expected to denote a wet lease rate per hour with an instructor rate per hour? Yes, this is a wet lease rate per hour with an instructor rate per hour as needed (so separated out). How much notice will the awardee receive when an instructor is going to be required? The plan is to be able to give the next months dates and times needed, to include any instructor needs by the middle of the previous month. So, May dates, times, and instructor needs by April 15. Would the USCG consider a dry lease of the aircraft and a call when needed-instructor pilot structure? We didn’t consider this option due to funding. It is easier for us to pay the contractor to provide the fuel as well as the aircraft, rather than us dry leasing and figuring out how to pay the fuel contractor. But we already plan to use a when needed instructor pilot structure. What are the expected insurance requirements? The expectation is to carry the same insurance they would carry for any other pilot or student pilot coverage when leasing their plane out. How often is an instructor pilot expected to be utilized? This depends on the pilot make up at the unit, which changes. Currently we would need initial flights for all of us with an Instructor pilot to ensure comfort and currency in the aircraft. Then we would need an Instructor for one pilot that is only certified in Rotary and multi-engine fixed wing, not single-engine fixed wing. Then as new pilots arrive each year, we would have to do the comfort and currency flights for them and depending on FAA ratings, may need an instructor pilot each flight. An estimate for the first year would be approximately 74 hours with an instructor (8 hours for 3 pilots each to get currency in the aircraft and all ~50 hours for one pilot who is not currently rated in single-engine). ----------------------------------------------------------------------- The United States Coast Guard (USCG) is seeking information from potential offerors interested in and capable of leasing an aircraft at the San Angelo Regional Airport for use by pilots assigned to the UAS JPO. The aircraft will be available at a minimum of 50 flight hours per pilot per year. In order to maintain proficiency/currency in a non-Coast Guard aircraft this contract is needed. The contract will provide a single engine aircraft rental. This includes all costs associated with the rental to include but not limited to fuel, delivery, and pick up of aircraft. The aircraft will need to have certain equipment installed to ensure it can provide adequate flight for instrument flight rules (IFR) IAW Federal Aviation Regulations (FARs). The aircraft will need to be available with at least 24 hours notice. In certain cases the aircraft might be down for maintenance. The contractor will do their utmost to forecast scheduled maintenance to ensure it can be planned around and will keep the aircraft in an up status by fixing unscheduled maintenance as soon as can reasonably be expected.In addition, the contract will provide a local Certified Flight Instructor (CFI) to provide Coast Guard pilot familiarization and training. None of the functions by the CFI are considered inherently governmental. The planned acquisition strategy is to solicit this requirement in accordance with FAR parts 12 and 13.5. The Government anticipates awarding a firm fixed-price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a base period of one (1) year with four (4) Option Periods of one (1) year each for a total duration of five (5) years. The Coast Guard has completed a draft statement of work and is seeking industry input. Any comments identifying conflicts, lack of clarity, or restrictive requirements that limit the ability to propose the best possible proposal, are welcomed. Proposed changes with justification will be reviewed for potential incorporation. Particular sections the USCG is seeking input on include: Provide any questions or comments about the draft Statement of Work, draft Terms and Conditions Please provide your statement of capabilities, including your socioeconomic group. Please provide your level of interest in participating in this solicitation. Include any additional details the interested parties would like USCG to consider in determining the acquisition strategy.
