This is a combined synopsis/solicitation for the supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 70Z035-22-Q-000001 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-01. Department of Labor Wage Rates for services are included in this order and are applicable. Wage Determination NO: 2015-5687 Revision NO: 17 Date of Last Revision: March 15, 2022 The associated NAICS code is 541621 and the small business size standard is $16,500,000.00. This acquisition is set-aside 100% for SMALL BUSINESS. INTRODUCTION The United States Coast Guard (USCG) is procuring an indoor/outdoor security system to include control centers, monitors, cameras, software, hardware, installation, warranty and onsite training for users onboard USCG Marine Safety Unit Valdez/ Station Valdez, and the CGC LIBERTY Support building (CG Forces Valdez). The facility is located in Valdez, AK situated on the mainland, 300 miles southeast of Anchorage on the shores of Prince William Sound. SCOPE 2.1 Summary. The Contractor shall provide all labor, tools, materials, transportation, equipment, supervision and personnel to install camera security system, provide cameras, monitors, control centers, software, hardware warrantee and onsite training for CG Forces Valdez. The Contractor shall execute activities and tasks consistent with the performance standards and specifications. 2.2 Hours of Operation. Normal working hours are between the hours of 8:00 AM to 4:00 PM Monday-Friday excluding Federal Holidays, unless otherwise approved by the Contracting Officer (KO) or his/her Contracting Officer’s Representative (COR). 2.3 Safety Requirement. All work shall be conducted in a safe manner and comply with applicable Federal, State and local safety standards and requirements. Work under this contract shall be performed in strict compliance with all applicable Occupational Safety and Health Act (OSHA) regulations and the job site shall be open to random OSHA inspections at all times work is being performed. The Contractor shall have a designated Safety Manager capable of enforcing applicable safety practices. The Government reserves the right to inspect for compliance with safety standards and requirements. The Contractor is responsible for obtaining all permits and licenses required in performance of this contract and shall provide copies to the KO and COR. 2.3.1 Personal Protective Equipment. The Contractor shall provide the appropriate Personal Protective Equipment (PPE) as required by Federal, State, and local laws and regulations at no expense to the employee. The Contractor shall ensure that personnel properly use required PPE. The Contractor shall train his personnel on the use and limitations of PPE. The Contractor is responsible to provide safety training mandated by OSHA or other referenced instructions pertaining to the safety program. 2.3.2 Safety Compliance. The Contractor Safety Manager shall perform oversight for compliance of the Safety Program and initiate corrective actions when required. The COR or designated representative may perform no-notice inspections of a Contractor worksite. The Contracting Officer, KO, or designated representative has the authority to issue a stop work order to the Contractor for imminent danger situations. 2.3.3 Safety Inspections. The Contractor shall ensure that work practices comply with applicable Federal and State OSHA standards. The Contractor shall operate an occupational safety and health program to prevent accidents to his or her employees, the public, and Government personnel. Government personnel may inspect the Contractor’s workspace periodically for Environmental, Occupational, and Safety violations. Abatement of violations will be the responsibility of the Contractor or the Government, as determined by the KO or designated representative. The Contractor shall escort these inspectors while they are in Contractor facilities. The Contractor shall provide information to the inspecting agency if a complaint is filed. Fines levied on the Contractor by Federal, State, or county offices due to environmental, safety, and health violations shall be paid by the Contractor within the timeframe allotted by the authority assessing the fine or, in cases where a deadline is not given, within 30 calendar days. 2.3.4 Mishaps. The Contractor shall report accidents resulting in death, personal injury, trauma, or occupational disease, verbally to the COR or designated representative immediately after the occurrence and in writing, within 12 hours after the occurrence. The Contractor shall notify OSHA when one or more of their employees are seriously injured and shall be responsible for the costs associated with workman’s compensation programs, forms and reports. 2.3.5 Liability of Damages. The contractor shall be liable for all damages to Government equipment and property when such damage is due to the fault or negligence of the contractor. The contractor shall be responsible for all damages or injury to persons that occur as a result of the contractor’s fault or negligence. The contractor shall take proper safety and health precautions to protect the job site, their workers, the public and the property of others. 2.4 Security Requirements. Due to heightened security at USCG Facilities, all contractor employees performing task related to the scope of this work while onboard shall carry proper identification, sign in to the MSU Visitor Log, and be assigned a unit visitor badge. 3.0 QUALITY OF WORK 3.1 Quality Control. The nature of the work is unsupervised. The Contractor is responsible to monitor the performance and quality of the work. 3.2 Quality Assurance. All services rendered will be subject to Government inspection. The Contractor shall perform or re-perform work which was not performed in a satisfactory manner, as determined by the KO, at the Contractor’s expense. The Coast Guard will use a 100% quality assurance surveillance method. Inspection of work shall be performed periodically while work is being performed and prior to contractor leaving the site. 4.0 CONTRACTOR PERSONNEL REQUIREMENTS/QUALIFICATIONS 4.1 Contract Program Manager. The Contractor shall provide Contract Program who is responsible for all Contractor work performed under this Contract. The Contract Program Manager is designated as Key by the Government and must comply with SOW Section 5.0. The Contract Program Manager shall be the main point of contact for the KO and the COR. It is required the Contract Program Manager and alternate will be experienced with solution. The name of the Contract Program Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Application Support Lead will be provided upon award. During any absence of the Contract Program Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this Contract. The Contract Program Manager and alternate shall be able to read, write, speak and understand English. The Contract Program Manager shall be available to the COR via telephone between the hours of 08:30 AM and 4:00 PM EST, Monday through Friday, with the exception of federal holidays and weather closings, and shall respond to a request for discussion or resolution of problems within two hours of notification. 4.2 All Contractor employees performing work under this task order shall be lawful citizens or lawful permanent residents of the United States. 4.3 Employee Identification. Contractor employees visiting Government facilities shall wear an identification badge that displays the Contractor name, the employee’s photo, name, and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times. 4.4 Supervisory Person. The Contractor shall provide a list of Contract Personnel no later than 14 days prior to the commencement of work or 14 days prior to the pre-bid site walk, to include full legal names, addresses, telephone numbers for use in the event of an emergency, in addition the list submitted to the government shall also include driver's license/identification card numbers, date of birth and expected on-site duration. As changes occur and additional information becomes available, correct and change the information contained in previous lists. For any additional personnel identified throughout the performance of this Project, submit the above information a minimum of 7 days prior to the personnel arriving. 5.0 SPECIFIC TASKS 5.1 General: Replace and expand Forces Valdez VSS camera system. Utilize underground fiber network to connect the Station Valdez and Cutter Support building cameras to the VSS Server and NVR located in the MSU Valdez server room. Replace and secure wiring throughout system as needed. Install any additional wiring as required. Install 25 new cameras that will provide virtual monitoring of the entire perimeter of MSU Valdez, Station Valdez, and the Cutter Support building. Install two monitoring stations in the MSU Vessel Traffic Service watch floor and Station Valdez communications office. Final layout will be determined on site by the contractor and District Security Manager. A rough layout for camera location including camera type is included as enclosure (1). 5.1.1 Install all wiring as required. Install 25 new cameras and 2 new monitoring stations that will provide virtual monitoring of the entire perimeter, visitor identification, and interior surveillance of main passageways. Final layout will be determined on site by the contractor and District Security Manager. A rough layout for camera location including camera type is included as enclosure (1). 5.1.2 Install dome cameras suitable for facial recognition, pan-tilt-zoom cameras, and exterior 180 degree panoramic cameras in accordance with enclosure (1). The final layout and any changes must be approved by the District Security Manager and the Contracting Officer. Cameras shall be Axis Communication Q6155-E, P3807-PVE, and P3227-PVE or equivalent in capability and NDAA Compliant in accordance with enclosure (2). Cameras shall provide 1080p video at 25-30 fps or better. Outdoor mounted cameras shall function in all-weather: up to 100% humidity and temperatures from -20°F to 120°F, and withstand 300 inches of annual snowfall. 5.2 Removal of any non-operational preexisting camera systems, other than those specified herein, and their related components on any effected buildings. 5.2.1 MSU/ESD Valdez. Contractor shall provide and install a total of four (4) interior dome cameras to cover internal passageways on the 1st and 2nd floors, six (6) exterior dome cameras to cover each entry point, two (2) 180° exterior cameras to cover parking lots, and three (3) Pan-tilt-zoom cameras to provide 360° coverage of the building. A single monitoring station with controlled access shall be installed on the VTS watch floor on the 2nd floor. Server & Network Video Recorder (NVR) to be installed in server rack located in the basement. Rack space available. 5.2.2 Station Valdez. Contractor shall provide and install a total of three (3) interior and one (1) exterior dome cameras to cover each entry point, three (3) 180° exterior cameras to provide 360° coverage of the building, and a single monitoring station with controlled access shall be installed in the communications office. 5.2.3 CGC Liberty Cutter Support Building (CSB). Contractor shall provide and install a total of one (1) interior camera to cover the CPO mess entrance and one (1) exterior dome and (1) 180° exterior cameras to provide 360° coverage of the building and parking lot. 5.2.4 Video feed from Station Valdez and the CSB shall be fed back to the MSU server room via available CG owned fiber. Local wiring, applicable media converters and switches shall be provided by vendor. 5.2.5 The Contractor shall ensure NVR has the ability to record and store a minimum of 30 days of video footage. 5.2.6 The contractor shall test and verify system function and performance in the presence of Security Manager and/or COR. 5.2.7 The contractor is responsible for establishing all hardline connections. If existing conduit is in place, the contractor shall obtain permission from the Contracting Officer prior to utilizing established conduit. 5.3 All wall penetrations shall be returned to their original fire rating using approved and NFPA compliant methods and materials. 5.4 All work will adhere to applicable codes, including NFPA 70 (NEC). 5.5 Responsibility. The Contractor is responsible for verifying all dimensions, connections, and other related information at the job site before commencing with work, this is to include electrical wiring runs and electrical panel availability. If existing conduit is in place, the contractor shall obtain permission from the Contracting Officer prior to utilizing established conduit. 5.5.1 Test and verify system function and performance in presence of POC or COR. 5.6 Work Site(s). The Contractor shall maintain a neat and tidy work site(s) at all time. This SOW includes demolition and removal of the existing camera system resulting in rubbish and debris. Store materials that cannot be removed daily in areas specified by the COR. The Contractor is responsible for proper disposal and any associated fees to the local landfill operated by the City of Valdez Solid Waste department. 5.7 Shipping. Any equipment needing to be shipped to Valdez will be shipped to 105 Clifton Court, Shipping and Receiving, Valdez AK 99686 with your company name and name of your employee picking up the equipment. It is the contractor’s responsibility to receive the equipment. Equipment cannot be held in shipping and receiving more than 14 business days. 5.8 Security Requirements. The performance of this task order requires the safeguarding of Sensitive but Unclassified Information. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with the law and Government policy and regulation. 5.8.1 The Contractor shall require regular physical access to the U.S. government facilities / IT systems under this acquisition, so contractor personnel shall undergo a security check and obtain a Common Access Card (CAC) 5.8.2 Contractors are required to return all CACs to an appropriate CG sponsor representative when no longer performing required task order tasks. This CG sponsor shall be the assigned TASS TA, or COR. The prime Contractor shall be responsible for ensuring that all contractors (including subcontractors) return each CAC to the proper CG representative. 5.8.3 Contractor personnel shall safeguard and handle all sensitive information in accordance with the DHS HSAR Class deviation 15-01 clauses as applicable for proper handling and safeguarding of the security of all such USCG information, as defined in the terms and conditions of this task order. 6.0 DELIVERABLES 6.1 Upon completion of the job, the Contractor shall submit the following deliverables: 6.1.1 Complete sets of O&M manuals. 6.1.2 Training to USCG staff on operation of the system. 6.1.3 Warranty documentation. 6.1.4 Section 508 Requirements: ? Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) (codified at 29 U.S.C. § 794d) requires that when Federal agencies develop, procure, maintain, or use information and communications technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public with disabilities must be afforded access to and use of information and data comparable to that of Federal employees and members of the public without disabilities.? All products, platforms and services delivered as part of this work statement that, by definition, are deemed ICT or that contain ICT shall conform to the revised regulatory implementation of Section 508 Standards, which are located at 36?C.F.R.?§?1194.1 & Apps. A, C & D, and available at https://www.gpo.gov/fdsys/pkg/CFR-2017-title36-vol3/pdf/CFR-2017-title36-vol3-part1194.pdf. In the revised regulation, ICT replaced the term electronic and information technology (EIT) used in the original 508 standards.? Exceptions for this work statement have been determined by DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the Contracting Officer and a determination will be made according to DHS Directive 139-05, Office of Accessible Systems and Technology, dated November 12, 2018 and DHS Instruction 139-05-001, Managing the Accessible Systems and Technology Program, dated November 20, 2018.? Instructions to Offerors? For each commercially available Information and Communications Technology (ICT) item offered through this contract, the Offeror shall provide an Accessibility Conformance Report (ACR).? The ACR shall be created using the Voluntary Product Accessibility Template Version 2.0 508 (or later). The template can be found at https://www.itic.org/policy/accessibility/vpat. Each ACR shall be completed in accordance with all the instructions provided in the VPAT template.?? Each ACR must address the applicable Section 508 requirements referenced in the Work Statement.? Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative.? All “Supports”, “Supports with Exceptions”, “Does Not Support”, and “Not Applicable” (N/A) responses must be explained in the remarks/explanations column or through additional narrative.? The offeror is cautioned to address each standard individually and with specificity, and to be clear whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item.? The ACR shall provide a description of the evaluation methods used to support Section 508 conformance claims.?? The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.? For each ICT Item that will be developed, modified, installed, configured, integrated, maintained, or hosted by the contractor pursuant to this contract, the offeror shall provide an acknowledgement of the Section 508 requirements and a detailed explanation of the Offerors plan to ensure conformance with the requirements. The Offeror shall also describe the evaluation methods that will be used to validate for conformance to the Section 508 Standards.? Acceptance Criteria? Before accepting items that contain Information and Communications Technology (ICT) that are developed, modified, or configured according to this contract, the government reserves the right to require the contractor to provide the following:? Accessibility test results based on the required test methods.? Documentation of features provided to help achieve accessibility and usability for people with disabilities.? Documentation of core functions that cannot be accessed by persons with disabilities.? Documentation on how to configure and install the ICT Item to support accessibility.? Demonstration of the ICT Item’s conformance to the applicable Section 508 Standards, (including the ability of the ICT Item to create electronic content – where applicable).? Before accepting ICT required under the contract, the government reserves the right to perform testing on required ICT items to validate the offeror’s Section 508 conformance claims. If the government determines that Section 508 conformance claims provided by the offeror represent a higher level of conformance than what is actually provided to the agency, the government shall, at its option, require the offeror to remediate the item to align with the offeror’s original Section 508 conformance claims prior to acceptance.?
