The purpose of this solicitation is for the procurement of Forty-seven, Mossberg Model 590A1(or equal) shotguns in support of Department of Homeland Security (DHS) Office of the Inspector General (OIG) Office of Investigations (INV) division. Please see the attached Statement of Work (SOW) for more information. This is a Brand Name or Equal procurement. To be considered for award, offers of "equal" products, must meet the meet the salient physical, functional, or performance characteristic specified by this solicitation. DHS/OIG will evaluate 'equal' items on the basis of information identified in the quotation and reasonably available to the OIG. DHS/OIG is not responsible for locating or obtaining any information not identified in the quotation. If a contractor intends to propose an equal product DHS/OIG reserves the right to require the contractors to provide the "equal" software for testing and evaluation purposes. Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. The government anticipates awarding one Firm Fixed Price Task Order on a Lowest Priced Technically Acceptable (LPTA) basis. The Quoter shall meet all the specifications listed in the Statement of Work (SOW below) and the 30 day delivery schedule to be technically acceptable. Quotations shall be submitted via email to the Contract Specialist at Frank.Miqueo@oig.dhs.gov, and Contracting Officer Linda.McAdams@oig.dhs.gov no later than 05:00 PM, Eastern Standard Time (EST) August 18, 2020. Questions regarding this procurement are due to the Contract Specialist at Frank.Miqueo@oig.dhs.gov, and Contracting Officer Linda.McAdams@oig.dhs.gov later than 12:00 PM, Eastern Standard Time (EST) August 13, 2020. The Quotation shall include pricing in accordance with the attached Statement of Work (SOW). The quotation shall demonstrate an understanding of the DHS requirement and the Offerors ability to meet the Governments requirement. DHS intends to make an award with minimal discussion. No late quotations will be accepted. Basis for Award Technical: - Acceptable (Go): The technical quotation meets the requirements of the solicitation to include 30 day delivery. - Not Acceptable (No-go): The technical quotation does not meet the requirements of the solicitation.
