EMD systems are transportation security equipment used to screen passengers at airport checkpoints. The contract was awarded under a Justification and Approval for Other than Full and Open Competition, approved and published in accordance with FAR Subpart 6.3 and FAR 6.303-2, with authority under FAR 6.302-1.
