The U.S. Department of Homeland Security (DHS) Transportation Security Administration (TSA) Chief Information Officer (CIO) must ensure successful implementation of Information Technology (IT) services and technologies across the agency, mature department-wide IT integration, support various IT programs to improve probability of success, as well as many other strategic objectives. In order to maximize resource utilization and knowledge offerings, the TSA CIO will solicit for the acquisition of IT research, advisory, and strategic consulting services. The TSA requires IT research services to provide current insight and advice on industry trends, market and business strategies, architecture, strategic planning, enterprise applications, classified environments, technical insight, human capital strategies, portfolio management, performance management, cost reduction methodologies, business case analyses, vendor management, contract negotiation strategies, and a variety of ad hoc requests. The TSA also requires advisory services and strategic consulting to support the implementation of best practices and application of strategic advice into functioning programs, as well as benchmarking that provides comparisons of IT performance.
