The purpose of this notice is to gain knowledge of potential Business Sources. Responses to this notice will be used by the Government to make appropriate acquisition decisions. This is not a Request for Proposal (RFP). The Government does not intend to award a contract on the based responses. All proprietary information shall be marked as such. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requested. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of the Business Community to include Large or Small Businesses, Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) Veteran Owned Small Business, Service- Disabled Veteran-Owned Small Business (SDVOSB), HUBZONE, 8(a), etc. The Product / Service Code applicable to this acquisition is 5821 (Radio and TV Equipment, Airborne). The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 515210 (Cable and other Subscription Programming). The Small Business Size Standard for this acquisition is $41M the Government must ensure there is adequate competition among the potential pool of responsive contractors. The Transportation Security Administration’s (TSA), is seeking sources, as well as authorized resellers, that have the capability to perform an existing requirement; an enterprise-wide broadcast satellite service provider (DirecTV) with associated management, maintenance and support services. This includes delivery, and maintenance for satellite television (TV) equipment, products and services for TSA. These services will provide coverage to various locations, approximately over four hundred (400) which includes airports as well as non-airport locations within TSA. The requirement may include that the contractor shall provide personnel, equipment, facilities, tools, materials, supervision and other items and services necessary to provide and maintain satellite television service for all Continental United States (CONUS) sites, Outside Continental United States (OCONUS) site, within the TSA organization. The broadcast satellite service provider along with services and programing shall by authorized by the Federal Communications Commission (FCC) and any other federal laws or regulations. The requirement shall include support for the existing inventory, which includes but is not limited to: Standard Definition (SD), High Definition (HD) receivers, head-end systems, cabling, satellite dishes and associated equipment. Currently 80% of TSA’s receivers are SD therefore, the requirement shall include providing equipment to refresh and /or upgrade to HD as needed to ensure equipment and services remain operational. The requirement shall include a Business type channel package, such as news, weather, public broadcast service and local channels. The requirement shall include to maintain managed services which includes but is not limited to: Site Surveys, Installation Services (Moves, Add, Changes, & Disconnects (MACDs), Repair Services, and Help Desk Support Services.
