The Transportation Security Administration (TSA) intends to contract using other than full and open competition for renewal Radio Technical Commission for Aeronautics (RTCA) membership for the urgent need of access to the various policy and technical committees’ findings, report analysis, input and published standards. Accordingly, the TSA intends to award a contract to Radio Technical Commission for Aeronautics (RTCA) Incorporated, 1150 18th NW STE 910, Washington DC 20036. This contract will address the requirements of the Policy, Plans, and Engagement (PPE) - Aviation Division. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
