INTRODUCTION/PURPOSE The Transportation Security Administration (TSA) is issuing this Sources Sought to identify qualified and capable industry sources (from both large and small businesses) for providing an Enterprise-Class Training Management System. The purpose of this project is to employ a Training Management System that can be used to automate, standardize, and manage the following processes: a. Set up and maintenance of course curriculum templates. b. Instructor assignments. c. Instructor certification and qualification tracking. d. Student registration. e. Student monitoring and progress reporting. f. Test item databank archiving and test generation. g. Test grading and analysis. h. Student monitoring and progress reporting. i. Resource (instructor, student, venue, and material) scheduling and usage monitoring. j. Real time cost control and tracking. k. Electronic document, form, and letter generation. l. Standardized and ad-hoc management reports generation. m. Curriculum and data archiving and retrieval. n. Litigation support. o. FLETA Accreditation support. p. System usage audit reports. This Sources Sought is being conducted only for market research purposes. Responding to this Sources Sought does not guarantee an award of a contractual agreement, nor does the Government guarantee that a solicitation will be issued as a result of this Sources Sought. 2. REQUIREMENTS 2.1 Product Requirements The contractor shall be required to provide technical service in support of the system requirements. The system will be required to meet the following: a. Training Base Module: The Training Base Module shall track individual training records from initial hiring through separation or retirement, provide for the development of course curriculum, track training progress and test scores, and accurately aggregate training results into a detailed transcript including course weights and applicable awards. The module shall automate administrative paper processes and reporting to increase the accuracy and efficiency of the training process and reduce costs. The module shall also be able to control access to sensitive personal information via Freedom of Information Act permissions. This will ensure sensitive Personally Identifiable Information (PII) is only accessible and viewable by persons with appropriate permissions. The module shall also include a career role functionality, which assigns training to an individual in pursuit of a career trajectory. For example, if an individual is pursuing the rank of Captain, the career role functionality shall assign all mandatory training required to fulfill that role. Assigned training shall include the initial training required to hold the rank, ongoing annual in-service requirements to maintain certification, and applicable testing necessary to ensure initial and ongoing aptitude. This functionality streamlines the career paths for individuals. In addition, the module shall also support manual and automated training workflows. Administrators can create workflow templates with associated tasks, assign them to a specific person, and track their progress with the Workflow Tasks Monitor. b. Person Portal: The Person Portal shall allow individuals to log in and review stored information within the system, including their contact information, training history, qualifications, and certifications (with expiration dates). Administrators shall be able to grant individual access within the system, and individuals should receive automated emails containing their login information. The Person Portal shall provide access to a complete training and certification record for individual learners. This will increase accuracy of information by allowing employees to update personal information, and request updates to their training and certification record. Individual learners will be able to change their profile (personal information) as well as renew and print existing certifications and class transcripts, saving significant administrative time and cost. c. Instructor Portal: The Instructor Portal shall allow instructors to view and manage their teaching calendars, including setting unavailable dates and reasons, and viewing their scheduled instructional events with class names, locations, dates, and times. In addition, instructors shall be able to view and schedule their instruction of available teaching opportunities, lessening the effort necessary to achieve adequate coverage for all training events. d. Scheduling Module: The Scheduling Module shall streamline complex scheduling tasks using automated business rules. The scheduling engine shall apply sequencing, priorities, dependencies, and resource requirements for each block of instruction via configurable model schedules. When generating a class schedule, this tool shall automatically schedule instructors and resources while identifying conflicts for resolution. With the Instructor Portal, instructors shall have access to their training calendars to manage availability. The Scheduling Module shall use these availability profiles to schedule instructors accordingly. Upon assignment, instructors shall receive automatic emails with scheduling information, with this information also listed automatically on their calendar. Instructors assigned to a course based on training division, certification, or priority may also be configured. e. Inventory Module: The Inventory Module shall allow TSA CTC to track, manage, and certify critical resources such as vehicles, canine gear, service animals, accountable property, and bulk resources. Upon defining an asset, including NIMS-typing if applicable, organizations can maintain an accurate chain of custody record, tracking inventory by owner and assignment. TSA CTC should be able to maintain the records throughout the lifecycle of the resource, and ensuring an accurate and available stock of various resources for training, operations, and duty. f. Automated Testing / Online Testing Module: The Testing Module shall provide for the administration of classroom and online tests, and automates numerous testing functions. It includes a full-featured test builder, question repository, and randomization engine. Testing shall support the linking of learning objectives to individual exam questions, and allow instructors to pinpoint the learning objectives and questions that students consistently miss. Users shall be able to select between three different delivery methods for exams: • Online (via web browser), • Paper and Optical Mark Reader scanner, or • Paper only. Testing shall also allow for the randomization of test questions, ensuring the integrity of exam security. Test scores shall also be automatically calculated and applied to individual student records. The Mobile Portal shall enable instructors to record observed tests and practical exercises, such as canine performance or record keeping testing on a compatible mobile device in the field. The Mobile Portal will only require an internet connection when downloading class/test group rosters and uploading or reporting the results of observed tests, allowing for recordation of important assessment data in areas where connectivity is challenged or altogether unavailable. Data recorded offline should be securely stored on the mobile device and can be uploaded to Mobile Portal once the user has reached a destination that has sufficient connectivity to support the transfer of data. The Online Testing Module shall allow students to log in to an online test with their student (or other unique) ID and Exam ID to take approved tests. Tests can be timed, and include automatic save-as-you-go features as questions are answered. Test results shall be auto-calculated and provided, at TSA CTC's discretion, to the student. the Testing Module shall also include a Proctor Monitor Portal, in which the exam proctor can track exam logins, time spent in the exam, and exam completion. Post-exam feedback reports shall be easily accessible by the proctor and can be printed and given to students upon the completion of the test with test scores tracked by the exam and on the Person Record. Analytical reports are also available, including: • Gradelist Report • Missed Learning Objectives by Test Report • Missed Learning Objectives by Student Report • Question/Answer Analysis by Test Report • Analysis of Student Progress Report • Analysis of Student Performance Report • Test Statistics by Edition • Test Statistics by Class • Student Feedback Report (After Action Report) g. Documents Module: Documents Module shall enable TSA CTC to maintain the legal defensibility of important documents in order to minimize litigation risk. Many aspects of training and certification require supporting documentation, such as personnel forms, lesson plans, instructional aides, presentations, and audio/video files. Documents Module shall allow authorized TSA CTC users to attach documents directly to Person and Instructor Records, classes, training activities, organization records, and certification applications. Documents Module shall support the upload of most common document formats, including Microsoft PowerPoint, Word, Excel, PDF, and image files. Documents Module shall maintain documents historically, eliminating the need for paper and microfilm storage, while ensuring that personnel and curriculum documents are accessible by authorized staff, instructors, and training personnel, when needed. h. Compliance Module: The Compliance Module shall provide TSA CTC with a proven and flexible tool to process new certifications and periodic renewals. Students may provide, via the Person Portal, proof that they have met certification renewal requirements, and may apply for renewals within the Person Portal by matching training events, documents, preexisting certifications, questions, and/or employment information. Compliance Module shall provide TSA CTC with real-time compliance monitoring to ensure that personnel, students, and equipment are compliant with TSA CTC standards. Measuring compliance will also assist TSA CTC in forecasting long-term training needs and purchasing requirements for assets with expiring certifications, allowing for proactive planning in order to fulfill any renewal requirements for a given certification. Certifications shall be customized, conferred, renewed or revoked based on TSA CTC-defined (re)certification criteria. Further, custom certification statuses may be defined by the TSA CTC, including Active, Expired, Decertified, Military Deferment/Extension, etc., to ensure that all individuals have the appropriate status. Authorized personnel may also be able to renew certifications for their employees, via the portal, by processing renewals and providing proof of certification on behalf of their personnel. i. Help Desk: Commercial Help Desk trouble shooting functions to provided on-going day to day support. j. Training (Rapid Start): The contractor will provide rapid start training sessions as needed for personnel at TSA CTC prior to the system change being implemented. k. Training (On-Site Training): The contractor will provide staff training and "train the trainer" sessions as needed for personnel at TSA CTC prior to the system change being implemented. System reports. The contractor shall modify or develop systems reports as required. The contractor shall ensure all required reports adhere to a standardized format and that TSA headers, logo, labels, and related information provided by the TSA CTC are consistently applied. 2.2. Additional Requirements The period of performance shall have a duration of 1 Base Year and 4 Option Years, for a total of 5 years. The North American Industry Classification System (NAICS) # 511210 - "Software Publishers" is being contemplated for this requirement. 2.3. Contractor Responsibilities The contractor shall be directly responsible for all work performance, and for adequate supervision of the work that the contractor's employees/subcontractors are performing to ensure complete, timely and quality contract performance. The contractor shall be responsible for the trustworthiness of the participants and in observing the necessary security in handling and maintaining project materials and associated information. a. Confidentiality: The vendor shall be designated Limited Official Use (LOU). The contractor shall guarantee the confidentiality of all information, including but not limited to such information as documents and records obtained or developed, site visit observations and data pertinent to a specific employee or group of employees. Additionally, the contractor shall ensure all collected data and documentation are maintained and stored in a secure area consistent with generally accepted professional standards and practices and applicable Federal regulations. b. Location of Performance: The contractor shall provide the technical services from the contractor facilities. Systems analysis meetings and training shall be held at the TSA CTC on Joint Base San Antonio (JBSA)-Lackland, TX. c. Travel: Contractor personnel shall be required to travel between the contractor's facility and JBSA-Lackland, TX for the purpose of meetings, software installation, database installation, data conversion, user acceptance testing and training. All travel shall be in accordance with Government regulations (Federal Acquisition Regulations 31.205-46) and TSA guidelines. The contractor shall handle travel-related arrangements (i.e., flight, hotel) for their own staff and consultants. 3. RESPONSE INFORMATION 3.1. Content of Response (2 Pages) In order for TSA to improve its understanding of market capabilities and identify qualified vendors that are capable of satisfying the requirements; the Contractor's response must, through a narrative description, identify their firm's products and capabilities to meet the requirements identified under Section 1 and 2, and what experience you have providing similar and/or same services to other State and Federal Agencies. 4.
