Earned Wage Access
TSA is conducting market research through an RFI on commercially available, fully managed Earned Wage Access (EWA) services for eligible TSA employees to inform acquisition planning and any future solicitation. Anticipated scope includes secure integration with TSA’s designated Federal payroll provider, employee enrollment and identity verification, earned-wage balance calculation, fund-transfer options, customer support, platform maintenance, security and compliance reporting, and program management for a voluntary EWA platform. Any resulting contract may include a one-year base period with subsequent option periods, with final period and structure to be determined through acquisition planning. Performance is expected primarily at Contractor facilities and in Contractor-hosted cloud environments, supporting TSA employees throughout all U.S. states and U.S. territories, with possible virtual or in-person meetings with TSA personnel. The service must be provided at no direct cost to the U.S. Government, avoid disrupting Federal payroll, meet applicable FedRAMP, security, privacy, Section 508 accessibility, and records-management requirements, and require the contractor to assume sole financial and legal responsibility for EWA funds and transactions while maintaining operations during Government shutdowns.
