The final RFP will supersede all previous versions of the PACTS III RFP. 1/17/2024 We are continuing to work on the questions from Industry Day and will post them once complete. We are continuing to work on the 317 questions from Industry Day and will post them once complete. Lastly, the final, PACTS III solicitation will not be posted to sam.gov until January 2024. 11/21/2023 The DHS is continuing to work on the attendee list and responses to the 317 questions from the Industry Day. The attendee list and answers to the questions will be provided once available. Additionally, the final RFP will not be posted until after the Thanksgiving holiday. The DHS will inform Industry of the anticipated date the final solicitation will be released once it is determined. 11/9/2023 - Q&A Posting The purpose of this update is to provide a consolidated copy of all questions received through the second draft of the PACTS III RFP. The Government is not accepting any questions or concerns regarding any aspect of this draft solicitation. Note: The final RFP for PACTS III will consist of three (3) separate solicitations, one (1) for each Functional Category. This third PACTS III draft RFP is only for Functional Category 1. The solicitations will look similar except for the one sentence under PART I – Continuation of SF 1449 that states which Functional Category the specific solicitation pertains to. Many aspects of the draft RFP were revised from the second version to the third, so we encourage Industry to read it and all the attachments in its entirety. Some of the major updates include but are not limited to: 1) Offeror’s proposal will be evaluated based on the Functional Category, socioeconomic track and type of Offeror; 2) Projects that meet the definition of relevant and recent as defined in the solicitation that are from the Offeror (Prime Contractor or Small Business Teaming Arrangement (SBTA)) itself or a partner/member of the Offeror’s SBTA will be considered; 3) 40% of projects verified must have been performed by the partner(s) of the joint venture that possess the socioeconomic status associated with the track the Offeror is proposing (52.207-6(a)(1)(i)); Prime Contractor of a Prime/Subcontractor relationship (52.207-6(a)(1)(ii)) or the protégé in a Mentor-Protégé relationship (52.207-6(a)(2); 4) Majority of the attachments were refreshed; 5) The Government intends to use the Procurement Integrated Enterprise Environment (PIEE) suite for proposal submission and retrieval; 6) Managing Venturers or Prime Contractors of SBTAs that are Joint Ventures or Prime/Subcontractor(s) as defined in the solicitation may be granted additional points if Partner/Subcontractor agreements are provide that prove the Offeror has managed teams of the same size or larger on other projects. The DRAFT documents and language within this third draft RFP are subject to change. Should any language in the DRAFT documents conflict with the final issued RFP, the final RFP shall take precedence. All questions or concerns regarding any aspect of the second draft solicitation shall be submitted using the Solicitation Question and Answer Form, Attachment 17 and sent to PACTSIII@uscis.dhs.gov no later than 5:00 pm Eastern Time on July 7, 2023. 6/22/2023 - The second PACTS III draft RFP, attachments and survey have been posted. All questions or concerns regarding any aspect of this draft solicitation shall be submitted using the Solicitation Question and Answer Form, Attachment 17 and sent to PACTSIII@uscis.dhs.gov no later than 5:00 pm Eastern Time on July 7, 2023. Many aspects of the draft RFP were revised from the first version to the second, so we encourage Industry to read it and all the attachments in its entirety. Although Small Business Teaming Arrangements may submit a proposal, only projects from the Prime of that arrangement will be accepted. Projects from the members of a Small Business Teaming Arrangement will not be accepted. 3) 40% of projects verified must have been performed by the Protégé in an SBA MPP. 4) The second draft RFP further defines Project Relevancy/Recency requirements and “Offeror”, “Proposal”, and “Contract” (Ref. Revised Qualifying Project Examples, Atch. 14). 5) Updated the Statement of Work, On/Off Ramping Terms and Conditions and Attachment 2 6) Added Attachments 3, 11, 19-22 The DRAFT documents and language within this Draft RFP are subject to change. Should any language in the DRAFT documents conflict with the final issued RFP, the final RFP shall take precedence. The PACTS III Industry Day is anticipated to be towards the end of July 2023. Due to this, interested parties are encouraged to read any future versions of the PACTS III RFP in its entirety. The final RFP will supersede all previous versions of the PACTS III RFP. The DHS is no longer going to host a matchmaking event. The DHS intends on issuing a second draft RFP and conducting a virtual Industry Day no later than mid-July. Once the date and time of the Industry Day are established, the DHS will provide instructions on how to sign up. --------------------------------------------------------------------------------------------------- 4/24/2023 Update - DHS is continuing to work on responses to the questions from the initial draft RFP and will provide responses once available. DHS anticipates a second draft RFP to be released. DHS is contemplating hosting a matchmaking event in the May to June (2023) timeframe. If pursued, details will be made available to industry in advance. Additionally, DHS now anticipates hosting a pre-solicitation virtual Industry Day in the late May or early June (2023) timeframe. Instructions on how to register for the Industry Day will be available as time gets closer. ----------------------------------------------------------------------------------------------------- 3/23/2023 - DHS has received 524 questions in response to the draft RFP and will respond to them in the order received. If you have not received an email from the PACTS III team with the responses to your questions by the time all the questions and answers are posted publicly, please let us know. Otherwise, please refrain from asking if your questions have been receieved. The virtual Industry Day will no longer be at the end of March 2023 and has tentatively been rescheduled for the end of April 2023. More information will be made publicly available to those interested in virtually attending.
