USCIS intends to award a sole source contract using simplified procedures for Certain Commercial items for employment verification services. Award will be made without seeking competition to TALX Corporation dba Equifax Workforce Solution, located at 11432 Lackland RD, Saint Louis, Missouri 63146. This action is being taken pursuant to FAR 13.501. The contract type for the proposed new contract will be Firm Fixed Price. The Government requires a secure online I-9 management system and representatives to physically inspect documents required to complete Section 2 of the I-9 form. The electronic management system must be configuarable to accommodate USICS specific onboarding needs and will allow the agency to confirm that each I-9 form is properly completed and retained, as well as maintain compliance with E-Verify requirements and federal law. The services will ensure I-9 forms are easily searchable for re-verification, quality assurance, and ease of inspection. The system must contain robust tracking and reporting, integration, security, quality control, electronic signature, storage, accessibility, purge, migration and remediation capabilities and be compatible with USCIS’ current Human Resources Information System. The contractor must provide personnel to physically verify documents provided by new hires as this cannot be done remotely or via notary.
