This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation (SF1449) will not be issued. Solicitation number 70SBUR20Q00000094 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05, effective 02/27/2020. This is an open market solicitation. The NAICS code for this procurement is 541611 (Administrative Management and General Management Consulting Services); which has a small business size standard of $16.5 million. The associated PCS code is B542 (Special Studies/Analysis-Educational). A list of contract line item numbers and items, quantities and units of measure is listed in Section 1.1, Schedule of the solicitation. The Description of Requirements is provided in the attached solicitation document. The provisions at 52.212-1 Instructions to Offerors–Commercial Items, applies to this acquisition; an addenda to 52.212-1 is provided in the attached solicitation document. The provision at 52.212-2 Evaluation–Commercial Items applies to this acquisition; an addenda to 52.212-2 is provided in the attached solicitation document. Offerors shall include a completed copy of the clauses and provisions 52.212-3, Offeror Representations and Certifications—Commercial Items, 52.204-24, 52.209-11, 52.222.22 and 52.222-25 with its offer. The clause 52.212-4 Contract Terms and Conditions–Commercial Items applies to this acquisition as does its addendum. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders–Commercial Items, applies to this acquisition; additional FAR and other clauses applicable to this acquisition are included in the attached solicitation document. Additional contract requirements or terms and conditions necessary for this acquisition and consistent with customary commercial practices shall be found in the terms and conditions.
