Combined Synopsis/Solicitation for U.S. Citizenship and Immigration Services’ Harrisonburg File Storage Facility (HGB) Transportation Services This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation (SF1449) will not be issued. The solicitation number is 70SBUR20Q00000030. The solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-02, effective 23 December 2019. This procurement is a total set-aside for small businesses. The NAICS code for this procurement is 484121 (General Freight Trucking, Long Distance, Truckload); the small business size standard is $30M. This combined synopsis solicitation contains two (2) firm-fixed price line items in Section 1.1 - Schedule of Services of the solicitation. The objective of this requirement is to provide provide regularly scheduled shipments of palletized boxes of files to be delivered to the Iron Mountain Fredericksburg, MD Records Center from the USCIS Harrisonburg, VA File Storage Facility. The pick-up and delivery schedule will be coordinated to occur based on mutually agreed upon weekdays per the Statement of Work (SOW). A more detailed description of requirements, dates and place of performance are provided in the attached solicitation document. The provisions at 52.212-1 Instructions to Offerors–Commercial Items, applies to this acquisition; an addenda to 52.212-1 is provided in the attached solicitation document. The provision at 52.212-2 Evaluation–Commercial Items applies to this acquisition; an addenda to 52.212-2 is provided in the attached solicitation document. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications–Commercial Items with its offer. If the offeror’s annual representations and certifications are current in the U.S. Government System for Award Management (SAM), the offeror may merely state that the offeror’s representations and certifications are available through SAM in lieu of submitting the annual representations and certifications as part of the offeror’s quotation. The clause 52.212-4 Contract Terms and Conditions–Commercial Items applies to this procurement. An addenda to 52.212-4 is provided in the attached solicitation document. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders–Commercial Items, applies to this acquisition; additional FAR and other clauses applicable to this acquisition are included in the attached solicitation document. Defense Priorities and Allocation System (DPAS) does not apply to this acquisition. AMMENDMENT # 0001 The purpose of this amendment is to make the following changes to the solicitation: 1) Correct Section 4.3.1 DUE DATE FOR RFQ QUESTIONS on page 19 of 22 to reflect the word "Questions" instead of "Quotes"; and 2) Provides answers to questions received in response to the solicitation - see Attachment A - Questions & Answers. All other terms and conditions of the solicitation remain unchanged.
