The purpose of this amendment is to cancel the solicitation, 70SBUR19R00000024, for Document Production Services (DPS). The Agency's needs have substantially changed since the solicitation was issued and the solicited requirement and subsequent awarded contract no longer meets the agency’s needs. The Agency’s requirements for its production facilities have increased in terms of both quantity and variety. In addition to increased notice printing requirements and new inventory management processes, the Agency has started moving many of the support services traditionally provided by the Agency’s operations centers to its production facilities. To most efficiently perform the increased work, USCIS production facilities management has the need for the utmost flexibility in moving work and personnel among many tasks. Using the DPS contract does not provide that flexibility, as it is limited to specific tasks to be performed at specific sites by personnel with narrowly defined skillsets. Due to these circumstance the Agency has terminated the contract award and is cancelling the solicitation. The work will be performed by both new and existing federal employees.
