Carpet Cleaning - Philadelphia Field Office This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 70SBUR19Q00000323 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98. This solicitation is for an open market, competitive, small business set aside. The associated NAICS code is 561740 - Carpet and Upholstery Cleaning Services. See the attachments for a description of requirements for the services to be acquired and all other details. See attached: PART I - RFQ - 70SBUR19Q00000323 (all inclusive) PART II - Contract Clauses & Security Requirements PART III - Statement of Work PART IV - Solicitation Provisions, Instructions, & Evaluation (will be removed after award) Firm Fixed Price Line Item Period of Performance (POP) - To be completed WITHIN 30 days after reciept of award. POP will be established once awarded. Place of Performance: Philadelphia Field Office 30 North 41st Street Philadelphia, PA 19104 1st, 2nd, 3rd Floor(s) The provision 52.212-1 Instructions to Offerors - Commercial, applies to this acquisition as does the addendum to the provision. The provision 52.212-2 applies to this procurement with the evaluation factors consisting of price and technical acceptability. The clause 52.212-4, Contract Terms and Conditions-Commercial items, applies to this acquisition as does the addendum to the provision. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order - Commercial Items, applies to this acquisition. USCIS intends to award a Purchase Order utilizing a Lowest Price Technically Acceptable (LPTA) source selection process. Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. Following the solicitation guidelines, upon receipt of a quotation, the Government will review the apparent lowest price quote for technical acceptability. In accordance with the evaluation criteria, if the apparent lowest price quotation is rated technically acceptable, no further evaluations will be completed and the apparent lowest price quotation will be selected for award. If the apparent lowest price quotation is not rated acceptable, the Government will then evaluate the next apparent lowest price quotation for Technical Acceptability. This process will continue until the lowest priced quotation that is technically acceptable is determined. Submit questions to Joshua.S.Riley@uscis.dhs.gov.
