The Department of Homeland Security (DHS), U.S. Citizenship & Immigration Services (USCIS), Office of Contracting intends to award a FirstSource II (FS II) delivery order pursuant to FAR 16.505(b)(2)(ii)(B). FS II is a DHS multiple-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle, specifically designated as mandatory source with limited exceptions to acquire commercially- available Information Technology commodities, solutions, and value-added reseller services. A solicitation will be issued to DHS FS II Economically Disadvantaged Woman Owned Small Business (EDWOSB) contract holders for renewal of brand-name Tableau Server Software (Private Cloud) including Creator, Explorer, and Viewer licenses subscription, training, and technical maintenance for a base period of one year with one six month option period. Pursuant to FAR 16.505(a)(4), restricting consideration to an item peculiar to one manufacturer (in this case Tableau), even if available from more than one reseller, must be justified. A redacted copy of the justification is attached to this notice. Any responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of USCIS. The determination not to compete this proposed contract action is solely within the discretion of the government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
