This RFI is a revision of RFI 70RWMD22RFI00000006. Due to the nature of responses received previously, CWMD believes that the majority of responses indicated that the respective vendors’ understanding of the requirements drove towards predominantly an IT solution supported by exercises development and execution. Meaning that software as a solution supported by a series of exercises would be the final product the requirements were driving towards. However, although CWMD recognizes the value of IT solutions and exercise development and execution—the intent of the requirements is greater than the sum of the parts. As such, CWMD has refined the RFI to speak to the broader perspective of the potential contract action and help frame the Government’s intent. The revised RFI should help industry recognize CWMD is looking for support in building the process as well the necessary tools that support its implementation. The process and supporting toolkit is not an IT product alone nor simply assistance with exercise planning—it is the sum of those two tasks as well as the others listed within the Specific Requirements section of the RFI—added together whose value is then amplified due to its strategic impact.
