OBAA Topic Solicitation No. 14 (RFP 70RWMD23R00000004) The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Countering Weapons of Mass Destruction Acquisition Division (CWMDAD) issues this Request for Proposal (RFP) to solicit capable vendors for the submission of technical and cost proposals in accordance with this Topic Solicitation No. 14, RFP No. 70RWMD23R00000004, titled “Thallium-Bromide HPRDS Objective Resolution (THOR)", its attachments, and the overarching Research and Development (R&D) Open Broad Agency Announcement (OBAA) No. 70RDND19R00000003. This requirement supports the DHS Countering Weapons of Mass Destruction (CWMD), Research and Development Division (RDD), CWMD.05 – Nuclear Sensing: Technologies that provide cross-cutting improvements to nuclear threat detection through dramatically improved performance and/or reduced costs when compared to commercial off-the-shelf systems.
