The selected performer will support DHS/CWMD in developing a set of processes and methodologies (i.e. “tools”) to be used by local jurisdictions to better prepare for chemical incidents in their communities. These tools will build upon previous work (e.g., Demonstration Cities Initiative) and must be integrated with previously developed tools (i.e., Tailored Risk Assessment). Developing digital, IT, software, or other automated tools is outside the scope of this project. The tools to be developed include: Capability Inventory and Gap Analysis Methodology; a Cognitive Decision-Making Framework; and a Federal Resource Compendium. The tools should be piloted and validated in at least one jurisdiction during the Period of Performance. In addition to the tools themselves, the performer shall also developing procedures and training materials to be used to instruct others in to use the tools independent from the performer. Options will be available to establish and maintain technical assistance teams to work with CWMD and the local jurisdiction to implement the tools. The objective of this project is to have a fully developed and piloted set of tools that can be used in all types of jurisdictions to better understand their chemical risks, their capabilities to respond to those risks, what Federal resources are available to them to enhance their capabilities, and identify and make critical decisions required prior to, during, and after an incident. The ultimate goal from deploying and using these tools with local jurisdictions is enhanced preparedness against chemical threats. See attached RFI for full desciption and details
