As directed by this statement of work, the contractor shall provide program management and administrative support to the ICLN Program Manager. As the core of the program, that contractor shall establish and maintain the ICLN portal for incidents and exercises to include managing data exchange. The contractor shall provide the Government’s requirement to enable ICLN participating networks to exchange data (network to network) via a centrally hosted data brokering and database environment (Data Exchange Utility, DEU), and maintain the compatibility and accessibility of the DEU on the ICLN Portal. The contractor shall maintain the integrity of the portal itself, the DEU and the “combined registry” (CR) tools on the ICLN Portal.
