The Government is limiting sources under GSAR 538.7104-3(b)(ii) to implement RFO Clause 52.217-8, Option to Extend Services, which was not evaluated at task order award. Due to unforeseen delays beyond both vendor and Government control, a 3-month extension is necessary to complete HSIN Modernization. The extension will allow resolution of outstanding issues from unforeseen complexity in migrating data from a legacy platform to a modernized platform, requiring additional engineering resources and rigorous system validation testing to ensure data integrity and prevent downtime. This was a latent condition that could not have been anticipated during initial project planning. It will also provide sufficient time to transition essential architectural designs, system configurations, and open ticket histories to the successor vendor responsible for operations and maintenance, ensuring seamless operational continuity.
