The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Information Technology Acquisition Center (ITAC), Office of the Chief Information Officer, (OCIO), Solutions Development Directorate (SDD), Research Library and Information Services (RLIS) intends to award a sole source purchase order to American National Standards Institute (ANSI), 25 West 43rd Street, New York, NY 10036 for the renewal of ANSI Subscription Services. This solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 2023-02, the North American Industry Classification System (NAISC) is 519290 with a business size standard of 1,000 employees. A quote is being requested under solicitation 70RTAC23Q00000042 using Simplified Acquisition procedures. This will be a fixed price contract for 1 (12) month, and 2 (12) month option periods, for a total of three years. Based on DHS market research, it has been determined that ANSI is the only source to meet DHS requirements and no other supplies or services will satisfy the agency requirements. ANSI provides unique and highly specialized content in providing the commercial industry standards and exclusive licensing agreement. The agreement is for proprietary content and only ANSI is the product/services provider of the ANSI Collection content. The proposed contract action is for the renewal of the ANS Subscription Service which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i). This notice is not a request for competitive proposals. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offerors-Commercial Products and Commercial Services (Mar 2023); FAR clause 52.212.-2, Evaluation Commercial Products and Commercial Services (Nov 2021); FAR clause 52.212-4 Contract Terms and Conditions -Commercial Products and Commercial Services (Dec 2022); FAR 52.212-5 clause Contract Terms and Conditions Required to Implement Statutes or Executive Orders -Commercial Products and Commercial Services (Mar 2023). A determination by the Government not to compete this proposed requirement is based upon responses to this notice and is solely within the discretion of the Government.
