This is a NOTICE OF INTENT for Solicitation 70RTAC19Q00000043 for a sole source procurement. The Government intends to award a sole source contract to American National Standards Institute (ANSI) in accordance with FAR 13.501 (a) sole source acquisitions to obtain access to commercial industry technical standards from U.S. standards organizations that are referenced within the Code of Federal Regulations Title 40 - Protection of Environment. ANSI is the developer of the ANSI Collection content, and is the sole provider of said service. ANSI provides unique and highly specialized content in providing the commercial industry standards and exclusive licensing agreement. This agreement is for proprietary content and only ANSI is the product/services provider of the ANSI Collection content. ANSI standards are recognized as essential requirements to support the mission functions of DHS, including information security, safety, and mechanics. This requirement is not classified. This requirement is unrestricted. The North American Industry Classification System (NAICS) is 541611. **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties who believe they can meet the requirements may submit in writing complete information describing their ability to provide the services as detailed above. Responses may only be sent via e-mail to Tatricia.Washington@hq.dhs.gov. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee this requirement to become a competitive procurement. A determination by the Government to not open the requirement to full and open competition, based on response to this notice, is solely within the discretion of the Government. All submissions shall be submitted to the Government by no later than April 16, 2019 at 9:00am EDT. After which time, a Sole Source contract with American National Standards Institute is intended to be issued. Late submissions of interest will not be considered for this procurement, but may be considered for future procurements.
