DHS’s Office of Procurement Operations, Science and Technology Acquisition Division, awarded a sole-source contract to Microsoft Corporation for Microsoft Industry Solutions Delivery (ISD), formerly Microsoft Consulting Services. Microsoft does not permit external resellers for ISD, and DHS requires direct access to Microsoft subject-matter experts and developers due to its large enterprise Microsoft footprint. The work supports DHS Science and Technology’s digital transformation, IT modernization, optimization, and deployment/configuration risk reduction for Microsoft technologies. ISD services include direct access to Microsoft product groups, source code for current and future products, internal product update sessions, and early adopter programs. The sole-source basis is Microsoft’s proprietary control over the required services and the need for onsite Microsoft consulting support.
