This is NOT a Request for Quotations or Proposals. No solicitation document exists, and the Government may or may not issue a formal solicitation as a result of the responses received to this RFI. The Department of Homeland Security (DHS) Science and Technology Directorate (S&T), Operations & Requirements Analysis (ORA) Division leads the engagement with DHS Operational Components, DHS Support Components, Headquarters (HQ) Offices, and state, local, tribal, and territorial First Responders (referred to Components or Component partners) by providing portfolio management over Research, Development, Test, and Evaluation (RDT&E) Needs, RDT&E Need refinement, and Innovation, Research, and Development Coordination (IRDC).
