Based on the following determination and findings required by FAR 6.303-1 (c) and in accordance with the authority cited in the class J&A to enter into a sole source contract (FAR 6.302-3(a)(2)(ii)), the Department of Homeland Security (DHS), Office of Procurement Operations intends to issue a task order under the Basic Ordering Agreement (BOA) 70RSAT21G00000010 with the Northeastern University for ALERT to conduct a comprehensive literature review for limits of explosivity and formulation selection. The proposed research effort will shape the subsequent experimental design process and aid with identifying parameters and procedures that will maximize the value of the resultant data. The Contracting Officer determined that the requirements as identified in the Statement of Work for S&T PR RSPC-24-00082 and the subsequent sole source task order issued under BOA 70RSAT21G00000010 are within the scope of the approved J&A signed by the HCA on August 13, 2021. The BOA COR concurred with this determination.
