12/12/2022 --- UPDATE: THIS IS A NEW PROCUREMENT. ------------------------------------------------------------------------------------------------------------------ The Office of Innovation and Collaboration (OIC) Front Office (FO) provides Executive level expertise, strategic and operational guidance to enhance OIC’s balanced portfolio of enabling capabilities by integrating the efforts of six divisions: The Office of National Laboratories (ONL), the Office of Industry Partnerships (OIP), the Office of University Programs (OUP), the International Cooperative Programs Office (ICPO), the Federally- Funded Research and Development Center (FFRDC) Program Management Office and the Office of SAFETY Act Implementation (OSAI). The OIC, located within the Department of Homeland Security’s (DHS) Science and Technology Directorate (S&T), is comprised of approximately 800+ Federal and contractor employees that make up a diverse, agile and highly technical staff. OIC uses a combination of capabilities, authorities, and partnerships to maintain an organic suite of science and engineering capabilities and perform enduring research. OIC partners with the interagency research laboratories, the private sector, federal research laboratories, academia, and international partners to provide the Department direct pathways to external research, development, test, and evaluation (RDT&E) investments and non- traditional performers to sponsor cutting-edge technology and capability development to deliver high-impact solutions. S&T uses our scientific and technical RDT&E expertise to support programs and other efforts with the development and delivery of solutions to counter current, emerging, and future threats against the homeland. OIC’s network of DHS and Department of Energy laboratories, academic Centers of Excellence (COE), FFRDCs, industry engagements, and Homeland Security Innovation Programs span the Nation.
