Notice of Intent to Sole Source for “Research Database Subscription Service” The Office of Procurement Operations (OPO) on behalf of the Department of Homeland Security (DHS)Science and Technology Directorate (S&T) hereby issues this notice of intent to award a sole source procurement. DHS OPO intends to solicit and award a sole source contract to Frost and Sullivan located at 7550 IH 10 West STE 400, San Antonio, TX 78229-5825. This is a notice of intent to solicit and award a sole source contract under the authority of FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”. Summary of the requirement Background The DHS S&T is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland. Technology Scouting supports this effort. Technology Scouting is a high-impact process that proactively leverages the public and private sectors– both international and domestic – to identify, locate and evaluate existing or developing technologies, products, services, and emerging trends to expedite speed of execution, maximize partnership opportunities, and assemble resources in order to impact the development of current or future Homeland Security systems and architectures, DHS operational user needs and/or DHS S&T programs. The subscription vendor will provide value to S&T by delivering fact-based, objective research and direct access to analysts located in multiple countries. This insight will help S&T remain in step with, or ahead of, the rapidly evolving technology landscape and will result in more sound advice and more innovative solutions to the emerging technologies and business challenges of the Homeland Security Enterprise (HSE). Scope To support Technology Scouting, DHS S&T seeks web-based, on-demand (24/7) access to market research information, trends, forecasts, market analysis, technical insights, and best practices research. Access must include inquiry time with analysts who produce the research and at least 200 hours of consulting time. Topics covered must include at least aerospace and defense, cybersecurity, electronics and sensors, energy, information and communications technologies, personal protective equipment, and visionary science. Place of Performance: The primary place of performance will be at Frost and Sullivan’s facilities. Period of Performance: 12-month base period, 4 12-month option periods Market research was performed and supports the sole source determination. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.
