Based on the determination and findings required by FAR 6.303-1 (c) and in accordance with the authority cited in the class Justification and Approval to enter into a sole source contract (FAR 6.302-3(a)(2)(ii)), the Department of Homeland Security (DHS), Office of Procurement Operations issued task order 70RSAT22FR0000149 under the Basic Ordering Agreement (BOA) 70RSAT21G00000010 with the Northeastern University for Enhanced Trace Explosives Detection. The proposed research effort will develop a contactless explosives sampler, to conduct a feasibility study on explosives vapor detection, and evaluate machine learning aspects with explosives trace detection. The Contracting Officer has determined that the requirements as identified in the statement of work and the subsequent sole source task order are within scope of the approved J&A No. FY21-00220.
