Based on the following determination and findings required by FAR 6.303-1(c) and in accordance with the authority cited in the class J&A to enter into a sole source contract (FAR 6.302-3(a)(2)(ii), the Department of Homeland Security (DHS) Office of Procurement Operations (OPO) issued a issue a task order under Basic Ordering Agreement (BOA) No. 70RSAT21G00000007 with Stevens Institute of Technology, Maritime Security Center (MSC) to support homeland security-related research, analysis, and research and development. The Contracting Officer has determined that the requirements as identified in the statement of work for S&T PR RSBR-22-00023 and the subsequent sole source task order issued under BOA 70RSAT21G00000007 is within scope of the approved J&A No. FY21-00219. The BOA COR concurred with this determination.
