Based on the determination and findings required by FAR 6.303-1 (c) and in accordance with the authority cited in the class Justification and Approval to enter into a sole source contract (FAR 6.302-3(a)(2)(ii)), the Department of Homeland Security (DHS), Office of Procurement Operations issued a task order under the Basic Ordering Agreement (BOA) 70RSAT21G00000010 with the Northeastern University for the Correlation of Luggage and Specific Passengers (CLASP) 3 development. The proposed research effort will builds on a base of development that used publicly available x-ray simulation tools to simulate scans of isolated threats that could be placed among items commonly found in checked baggage. The Contracting Officer has determined that the requirement as identified in the statement of work for 70RSAT22FR0000118 and the subsequent sole source task order issued under 70RSAT21G00000010 is within scope of the approved J&A No. FY21-00220.
