Based on the determination and findings required by FAR 6.303-1 (c) and in accordance with the authority cited in the class Justification and Approval to enter into a sole source contract (FAR 6.302-3(a)(2)(ii)), the Department of Homeland Security (DHS), Office of Procurement Operations issued a task order under the Basic Ordering Agreement (BOA) 70RSAT21G00000010 with the Northeastern University for the Maturation and Transition of Dielectric Characterization Algorithms project. The proposed research effort will be to further mature, operationalize, and transition the Advanced Imaging Technology material characterization (complex dielectric constant) algorithms. The Contracting Officer has determined that the requirements as identified in the statement of work for 70RSAT22FR0000115 and the subsequent sole source task order issued under 70RSAT21G00000010 are within scope of the approved J&A No. FY21-00220.
