Based on the following determination and findings required by FAR 6.303-1 (c) and in accordance with the authority cited in the class J&A to enter into a sole source contract (FAR 6.302-3(a)(2)(ii)), the Department of Homeland Security (DHS), Office of Procurement Operations intends to issue a task order under the Basic Ordering Agreement (BOA) 70RSAT21G00000002 with University of Nebraska Omaha, The National Counterterrorism Innovation, Technology and Education Center (NCITE), for conducting outcome and impact evaluations for the Grant Program (for the fiscal years it has been active), in addition to conducting evaluation research for selected applicants under the FY21 TVTP Grant Program. The Contracting Officer determined that the requirements as identified in the statement of work for S&T PR RSMC-22-00021 and the subsequent sole source task order issued under BOA 70RSAT21G00000002 is within scope of the approved J&A signed by the HCA on February 4, 2021. The BOA COR concurred with this determination.
