Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.3 and in accordance with the requirements of FAR 6.303-1, DHS intends to procure on a sole source basis with Citizant, Inc., 5175 Parkstone Drive, Suite 110, Chantilly, VA 20151, see attached Justification and Approval. This requirement will result in a Time-and-Materials contract. The period of performance is for 6 months, with a 3-month base period, and three (3) 1-month options. The objective of the award is to provide S&T Office of the Chief Information Officer with continued programmatic and technical support. The support includes Project & Task Management; Help Desk and IT Operations Support; Network Infrastructure Services; and Operations and Maintenance of IT Enterprise Systems. Interested sources may identify their interest and capability to respond to the requirement within 10 days from the date of this announcement. This proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than August 13, 2021, 12:00 pm, EST. The specific FAR Subpart supporting this justification is FAR 6.302-1 only one responsible source.
