Based on the determination and findings required by FAR 6.303-1 (c) and in accordance with the authority cited in the class Justification and Approval to enter into a sole source contract (FAR 6.302-3(a)(2)(ii)), the Department of Homeland Security (DHS), Office of Procurement Operations issued a task order under the Basic Ordering Agreement (BOA) HSHQDC-16-A-B0008 with Northeastern University for Enhanced Trace Explosives Detection, an Ambient Desorption Ionization Retrofitted ETD Solution and a Continuous Automatic Non-Contact Sampler Based on Remote Heating. The proposed research effort will develop a contactless explosives sampler and a retrofitted ADI-IS600 and conduct a feasibility study on explosives vapor detection. The Contracting Officer has determined that the requirements as identified in the statement of work for S&T PR RSPC-20-00177 and the subsequent sole source task order issued under BOA HSHQDC-16-A-B0008 is within scope of the approved J&A No. FY16-0149. The BOA COR concurred with this determination.
