Based on the determination and findings required by FAR 6.303-1 (c) and in accordance with the authority cited in the class Justification and Approval to enter into a sole source contract (FAR 6.302-3(a)(2)(ii)), the Department of Homeland Security (DHS), Office of Procurement Operations issued a task order under the Basic Ordering Agreement (BOA) HSHQDC-16-A-B0001 with the University of Maryland for the TEVUS Database Portal development and COVID-19 studies. The proposed research effort will improve understanding of terrorism and targeted violence in the United States, effectively managing and mitigating risk, and effectively maintaining core mission functions as COVID-19 affects organizations and communities. The Contracting Officer has determined that the requirements as identified in the statement of work for S&T PR RSTC-20-00044 and the subsequent sole source task order issued under BOA HSHQDC-16-A-B0001 is within scope of the approved J&A No. FY16-0006. The BOA COR and Office of General Counsel concurred with this determination.
