THIS PRESOLICITATION HAS BEEN UPDATED TO INCLUDE INFORMATION ON AN UPCOMING SBIR/STTR WORKSHOP (See attached SBIR/STTR Workshop Announcement) The Department of Homeland Security (DHS) Small Business Innovation Research (SBIR) Program, comprised of the Science and Technology (S&T) Directorate’s SBIR Program and the Countering Weapons of Mass Destruction (CWMD) Office SBIR Program, invites small business concerns to review this pre-solicitation for Fiscal Year (FY) 21. THIS IS A PRE-SOLICITATION; IT IS NOT A REQUEST FOR PROPOSALS. The pre-solicitation period is from November 12, 2020 through December 10, 2020. During the pre-solicitation period, technical questions concerning the topics should be directed towards the Technical Point of Contact (TPOC) for each topic via email to ask technical questions about technical topics attached in the attached pre-solicitation document (see attached document, Appendix A). Telephone inquiries will not be addressed. Questions to the TPOC should be limited to specific information related to improving the understanding of a particular topic's requirements. Potential offerors are prohibited from seeking advice or guidance on its solution approach or submitting any materials. No further contact between offerors and the Technical Point of Contact shall occur after 5pm, ET on December 10, 2020. The Government anticipates release of the DHS SBIR FY21 solicitation on December 11, 2020. It is mandatory that potential offerors be registered on the following areas: SBIR Portal (https://sbir2.st.dhs.gov) U.S. Small Business Administration's (SBA) Company Registry Database (http://sbir.gov/registration) System for Award Management (SAM) (www.SAM.gov) -- before award of the SBIR contract Only small business, as defined in the Small Business Administration (SBA) SBIR Policy Directive, are eligible to submit proposals.
