The US Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services throughout the state of Arizona. The armed PSOs will protect federal personnel and property at federally owned and leased buildings. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a five-year ordering period and an optional 6-month extension. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity) IDIQ) contract with fixed hourly rates. This acquisition is being solicited as unrestricted (full an open competition). Resultant task orders under this contract will be firm fixed priced. The full RFP is attached to this posting. Offerors are responsible for reviewing and completing each attachment as directed by the RFP. Amendment 0001was issued to extend the closing date of the RFP to 01/13/22 at 1700 ET. This time supersedes any and all other times included in the original RFP and its attachments. A second amendment is forthcoming to address questions submitted and if necessary, the RFP closing day/time may be extended to allow adequate review of the amendment. Amendment 0002 is being issued to address the questions received from industry and update the attached files. Answers to industry questions are provided for informational purposes only, and are not themselves to be construed as changes to the solicitation requirements. Offerors are responsible for reviewing the files in their entirety. Only the attachments that have been edited have been included with this amendment. The closing date for this RFP has been extended to 01/20/2022 at 1700 ET. This date supersedes any other date in the attached files.

The technical, non-price factors, when combined, are more important than price. The estimated PSO hours for the state of Arizona are 2,057,000 hours for a 66-month period. The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $22 million. The contract will require that the prime contractor and any subcontractor have a Top-Secret security clearance. Offerors need to possess a Top-Secret Clearance prior to the date and time established for PSOs to begin standing post. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov . No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management.
