Synopsis for Protective Security Officer (PSO) services throughout Eastern Washington and Idaho Solicitation 70RFPW21RWA000007 The US Department of Homeland Security (DHS), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services throughout Eastern Washington and Idaho. The armed PSOs will protect federal personnel and property at federally owned and leased buildings. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a one-year base period with four one-year option periods. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with fixed hourly rates. Resultant task orders under this contract will be firm fixed prices. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price. The estimated PSO hours for Eastern Washington and Idaho are 1,031,075.25 hours for a 60-month period. The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $22 million. The RFP will be a set-aside for the Women Owned Small Business socioeconomic category. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. All questions must be submitted in writing to Contract Specialist Paul Metzger at paul.metzger@fps.dhs.gov NLT 06/18/2021. Amendment 0001 provides answers to requests for clarification, excel format of pricing schedule and post exhibit, and replacement RFP pages. The due date for receipt of proposals is extended until 0900 PDT, 07/30/2021. Amendment 0002 provides updates to the SOW and provides updated Attachments 6 and 6a as separate posted documents. The due date for receipt of proposals remains the same at 0900 PDT, 07/30/2021.
