This announcement includes an attachment of the NDA form. NDA shall be sent to: Ryan Fitzpatrick, ryan.t.fitzpatrick@fps.dhs.gov. Please acknowledge all amendments in your proposal and incorporate any changes to the solicitation into your proposal. Requirement: FPS has a requirement to acquire armed guard PSO services throughout Southern New Jersey (NJ). The armed PSOs will protect federal personnel and property at federally owned and leased buildings. The contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the SOW. The Period of Performance is for a one-year base period with four one-year option periods. This requirement will be solicited as a commercial item/service in accordance with FAR Part 12. Services shall be furnished via an IDIQ contract with fixed hourly rates. This requirement is being issued as a 100% small business set aside. Resultant task orders under this contract will be firm fixed prices. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price. The estimated PSO hours for 21 buildings throughout the state of NJ are 90,000 hours per year. The submission requirements and evaluation criteria will be defined in the solicitation. The NAICS code is 561612 with Small Business size standard is $29MM. The contractor is required to register with the SAM at http://SAM.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with SAM. A Pre-proposal conference was conducted on Microsoft Teams on June 25, 2024, at 11:00 AM ET. All interested parties were invited to attend a briefing of this procurement.
