B) Make the following corrections to the Post Exhibit: - VA0519 Fitness/Security is updated to accurately reflect “Secret.” - VA0191 Post 21 is added. C) All Other Terms and Conditions remain unchanged. --- The purpose of Amendment 0003 is to do the following: A) Extend the solicitation closing date to 12:00PM ET on 12/18/2023. B) Answer industry questions regarding the subject solicitation. Industry questions and answers are attached hereto for informational purposes only and do not themselves constitute a change. Any changes to the terms and conditions of the solicitation are expressly and separately indicated as such. The Questions and Answers are attached to this Amendment as a separate document embedded within this PDF. C) The RFP provisions and clauses have been updated. The revised documents are embedded in this PDF. --- Amendment 0002 is hereby issued to extend the closing date through Thursday, December 07, 2023 at 1200 PM ET. A formal amendment is forthcoming to issue a response to questions submitted by industry. --- Amendment 01 is hereby issued to extend the closing date through Monday, November 20, 2023 at 1200 PM ET. This amendment also corrects the period of performance of the CLINs. A second amendment will be issued to provide responses to the Industry Q&A. --- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation is hereby included. The US Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services throughout the West Virginia Panhandle. The armed PSOs will protect federal personnel and property at federally owned and leased buildings. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with fixed hourly rates. This acquisition is being solicited as a 100% Total Small Business Set-Aside. Resultant task orders under this contract will be firm fixed priced. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price. The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $29 million. The contract will require that the prime contractor and any subcontractor have a Top Secret security clearance. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov . No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. All attachments are embedded in the RFP PDF.
