The US Department of Homeland Security (DHS), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services throughout the state of Delaware. The armed PSOs will protect federal personnel and property at federally owned and leased buildings. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a one-year base period with four one-year option periods. This requirement will be solicited as a commercial item in accordance with FAR Part 12. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with fixed hourly rates. It is anticipated that this requirement will be issued as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Resultant task orders under this contract will be firm fixed prices. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price. The submission requirements and evaluation criteria are defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with Small Business size standard is $22 million. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. A Pre-Proposal Conference will be conducted via Microsoft Teams on Thursday, 04/07/2022, at 11:00 AM Eastern Time. All interested parties are invited to attend a briefing of this procurement. The briefing will cover items as the evaluation criteria, technical factors, post exhibit, pricing, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended. Contractors wishing to attend the conference should email Thomas Schrank (thomas.schrank@fps.dhs.gov) and Maria Macerato (maria.macerato@fps.dhs.gov) with the Point of Contact information and all attendee information not later than Friday, 04/01/2022, at 3:00 PM Eastern Time. An invite to the meeting will provided once all attendee information has been received after 04/01/2022.
