Reference APFS No. F2021056534 The Department of Homeland Security (DHS), Management Directorate (MD), Federal Protective Service (FPS) has a need to acquire specialized expertise to directly assist the Financial Management Operations (FMO) with Activity-Based Cost (ABC) Modeling, statistical-regression analysis, cost estimation, resource planning & programming, performance management, data integrity & analysis, financial reporting & analysis, revenue, accounting operations, auditing, budgeting, and other business operations activities considered mission critical. FPS is required by DHS Directive 060-01 to utilize the General Services Administration (GSA), One Acquisition Solution for Integrated Services (OASIS) vehicle. It has not yet been determined whether this requirement will be unrestricted or a socio-economic set-aside under the OASIS vehicle. The draft Statement of Work (SOW) for this requirement is provided as an attachment to this notice. FPS requests that interested vendors, with the qualifications to successfully meet this requirement, review the draft SOW and submit questions regarding the SOW via email to Michael J. Fay, Contract Specialist at michael.fay@fps.dhs.gov. Questions are due no later than (NLT) Friday, March 11, 2022 at 1:00 PM Eastern Standard Time (EST). The Government will be hosting a meeting with interested vendors to discuss the questions. The meeting that was tentatively scheduled for Tuesday, March 15, 2022 at 11:00 AM Eastern Standard Time (EST) will be rescheduled for the week of March 21, 2022. Due to bandwidth restrictions, the meeting shall be limited to one (1) representative per company. Interested vendors shall provide, via email, the name, title and email address for the one representative to the Contract Specialist, Michael J. Fay, as soon as possible but not later than 1:00 PM Eastern Standard Time (EST) on Friday, March 18, 2022. Interested vendors are also requested to submit a capability statement (limited to 2-3 pages) with specific examples regarding your qualifications. Some examples of pertinent information include: Project Title Dollar Value Scope of Work (i.e. services provided that are relevant to this requirement) Capability statements are due to the Contract Specialist no later than (NLT) Wednesday, March 16, 2022 at 1:00 PM Eastern Standard Time (EST). This Request for Information (RFI) Sources Sought is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Homeland Security, Management Directorate, Federal Protective Service is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI Sources Sought; all costs associated with responding to this RFI will be solely at the interested party’s expense. Respondents may be contacted regarding their submission of information or information gathered as a result of this notice. Any information provided is voluntary. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
