Also, this amendment incorporates Vendor Q&A and is hereby provided for informational purposes only and does not amend or change the solicitation. Amendment 0001 - This amendment hereby extends the closing date for receipt of proposals (RFP) to 07/21/2022 at 2:00 pm EST. The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service Acquisition Division (FPSAD), intends to procure armed Protective Security Officer (PSO) services at various federal facilities in Maryland. This requirement is being solicited as a commercial service acquisition in accordance with FAR Part 12/15. This procurement is 100% Total Service-Disabled Veteran owned Small Business set-aside. It is anticipated that a single award indefinite delivery/indefinite quantity (ID/IQ) type contract with fixed price provisions will result from this Request for Proposals (RFP). The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard for NAICS 561612 is $25.5 million. The resultant ID/IQ contract will consist of a five annual ordering periods. The Request for Proposals (RFP) shall require the submission of a technical and price proposal. A Pre-proposal teleconference is scheduled for 2:30 P.M. Eastern Standard Time (EST) on 07/07/2022. The purpose of the pre-proposal conference is to provide a comprehensive overview of the RFP, so that offerors can ascertain the general conditions that could materially affect the proposal price. Attendance is not mandatory; however, it is strongly recommended. The Contractor is requested to submit any questions regarding this requirement via email as soon as possible but no later than 3:00 PM Eastern Time, 08 July 2022 to Rosetta.Jackson@fps.dhs.gov; Corey.Parkes@fps.dhs.gov; and Josh.B.Clemens@fps.dhs.gov. The Department of Homeland Security, Office of Procurement Operations, Federal Protective Service Acquisitions Division (FPSAD), under a service-disabled veteran owned small business set-aside, intends to procure armed Protective Security Officer (PSO) services at various federal facilities in Maryland. This requirement is being solicited as a commercial acquisition in accordance with FAR Part 12 in conjunction with FAR 15. It is anticipated that a single award, fixed price, indefinite delivery/indefinite quantity (IDIQ) type contract will result from this Request for Proposals (RFP). The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard for NAICS 561612 is $22 million. The contract will be awarded for a five-year term, consisting of annual ordering/performance periods. In addition, there will be an additional 6-month optional ordering period pursuant to FAR 52.217-8. The Request for Proposals shall require the submission of a technical and price proposal. It is anticipated that the solicitation will be released to the System for Award Management (SAM) on or about April 20th, 2022. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All prospective contractors must be registered in the SAM (http://www.sam.gov) prior to the submission of their proposals. A Pre-proposal Conference will be conducted virtually shortly after solicitation issuance. This conference will invite all interested parties to attend a briefing on this procurement, including but not limited to, a summary of the evaluation criteria, explanation of relevant past performance, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended.
