The Federal Protective Service Acquisitions Division (FPSAD) is seeking information regarding vendors (under NAICS 532490) who can provide a Generator and Equipment Lease in Leesburg, VA. Specifically, FPSAD is looking for vendors who can meet the following specifications with a performance start date of May 1, 2022 through September 30, 2022: Provide standalone power source for two separate locations located approximately 1,500 feet apart. Each location will consist of power generation for a guard booth with interior light, heat, and air condition, along with exterior LED spotlights capable of 24/7 operation. Require LED external flood lights with four adjustable light fixtures on a cart capable of producing a minimum of 30,000 lumens per light fixture at 4000 Watt. Also, compatible to the provided power source. Power source will require the connections to the guard booth (110 AC standard outlet with minimum of 20amp circuit breaker) with minimum of 20KW power generation at both sites. Power source requires a powerpack (24kW/90Kwhr) consistent of standalone batteries to generate power at each location with primary recharging through solar panels and alternate fuel powered backup generator for inclement weather. The alternate fuel power generator requires an external fuel reservoir with minimum storage of 250-gallon tank and set up within applicable environmental codes. The powerpack should be capable of providing power demands for 75% of daily operations with aid of the solar panels and alternate fuel generator 25% of daily use. Note, with inclement weather the fuel generator use may be increased due to lack of sun for solar panels. Require provider to provide all necessary connections to link the powerpack, solar panels, fuel generator, and external fuel tank together and to the guard booth and LED spotlights. Fuel generator should operate between 60-65db during operation. Provide fuel for the generators and external fuel tank, in addition to refueling the external tank periodically during use. Require delivery and set-up for use, and tear-down and removal at the end of the performance period. Provide extensions cords to allow proper placement of LED flood lights at the location, not to exceed 200 feet from power source. Provide that the generator is set to an automatic transfer switch (ATS) if power is lost for any reason. Provide or installed grounding protection system for generator set as per described by National Electric Code. The contractor shall demonstrate that all equipment is properly functioning upon completion of installation. Maintenance/Repair: Support should be available 24/7 and physical support within 24 hours of receiving service call notification. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It DOES NOT constitute a Request for Proposal (RFP)/Request for Quotation (RFQ) or a promise to issue an RFP/RFQ in the future. This RFI does not commit the Government to contract for any supply of service whatsoever. Further, FPS is not at this time seeking proposals/quotations and will not accept unsolicited proposals/quotations. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to the RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP/RFQ, if any is issued. Interested parties are directed to respond to this RFI and provide a response on its capabilities. Responses are due no later than 5:00 pm EST on Monday, April 8, 2022. Responses or any questions regarding this RFI shall be sent to Angela Haviland (angela.haviland@fps.dhs.gov) indicating the RFI number in the subject line. This RFI is only intended for the Government to identify sources that can provide the needed services to fulfill the Government's statement of work. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
