The US Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services at various locations throughout Northern New Jersey. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a one-year base period with four one-year option periods and an optional 6 month extension. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with fixed price provisions. This acquisition is being solicited under full and open competition. Resultant task orders under this contract will be firm fixed prices. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price. The estimated PSO service hours for Northern New Jersey are 1,394,250 hours for a 66-month period. The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $20.5 million. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. A Top-Secret clearance is required prior to the date and time established for PSOs to begin standing posts. A Pre-Proposal Teleconference will be conducted Wednesday, April 8, 2020 at 10:30 am, EST. The Call-in Number is 855-852-7677 and Access Code 5212273. All interested parties are invited to participate in a briefing of this procurement. The briefing will cover items such as a summary of the evaluation criteria, explanation of relevant past performance, post exhibit, teaming arrangements, etc. Participation is not mandatory; however, it is strongly recommended. Contractors wishing to participate in the teleconference should email 70RFP120RE2000001@fps.dhs.gov with the Point of Contact information and all participant information. The request shall include company information, such as the Company name, address, DUNS #, Cage Code, Business Size designation, address, phone number, and email address. Please also state whether participants have attended a FPS PSO pre-proposal conference in the past.
