The Department of Homeland Security, Office of Chief Financial Officer (OCFO), Office of Financial Management (OFM), Financial System Modernization (FSM) prepared this justification for an exception to fair opportunity. The requirement is to renew licenses for IBM Engineering Requirements Management (ERM) DOORS Next Analyst, DOORS Next Contributor, IBM Engineering Test Management (ETM) Quality Professional, IBM Connect:Direct for Linux PVU, IBM Connect:Direct for Linux Non-Production (PVU), IBM UrbanCode Deploy Server Agent per Managed Virtual Server, and IBM UrbanCode Deploy Server Agent per Virtual Server Licenses and Support for a period of 12 months. The brand name must be used because DHS has made a significant investment in the Transportation Security Agency (TSA) and United States Coast Guard’s (USCG’s) shared financial management solution. Procuring an alternate product other than the specified IBM tools will require the purchase and configuration of a new software and associated components in order for the financial, acquisition and asset transactions to be recorded correctly. These tools specifically are to be use by the support team to manage the FSMS application and these tools are compatible with the application that are already in use. The use of other products could result in interoperability, compatibility, interface issues that would preclude the system’s support team from providing efficient and effective support. Procuring an alternate product other than IBM Doors and UrbanCode Licenses will require complete infrastructure replacement with a significant increase in cost. Based on market research, these licenses are available to purchase from multiple distributors under the DHS First Source II portfolio of Indefinite Delivery/ Indefinite Quantity contracts. Software license and support for the period of 9/14/2022 - 09/13/2023.
