The Office for Civil Rights and Civil Liberties (CRCL) Compliance Branch (Branch), within the Programs and Compliance Section, reports directly to the Deputy Officer for Programs and Compliance. The Branch, pursuant to CRCL’s statutory authority under 6 U.S.C. § 345 and 42 U.S.C. § 2000ee-1, reviews and assesses information concerning abuses of civil rights, civil liberties, and profiling on the basis of race, ethnicity, or religion, by employees and officials of the Department of Homeland Security. The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), seeks to acquire the services of a Conditions of Detention Subject Matter Expert for reviewing and investigating information concerning abuses of civil rights, civil liberties, and profiling on the basis of race, ethnicity, or religion by employees and officials of DHS. The SME will oversee compliance with constitutional, statutory, regulatory, policy, and other requirements relating to the civil rights and civil liberties of individuals affected by the programs and activities of DHS. The Conditions of Detention SMEs will assist the Office for the Civil Rights and Civil Liberties (CRCL) in conducting investigations involving Conditions of Detention, mental health, and penology issues in immigration detention that result from or are related to a DHS program or activity. The expert will serve as consultants on other CRCL matters related to Conditions of Detention care including reviews initiated by DHS leadership, substantive work groups, and other activities. The Contractor shall review, evaluate and report on conditions of detention issues and advise CRCL on how Department policies and practices impact various issues involving immigration detention facilities.
