(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation for the Deparment of Homeland Security as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be attached to this notice. (ii) The solicitaion reference number is 70RDAD19R00000002. This requirement is issued as a Request for Proposal. (iii) This RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. (iv) This is an unrestricted full and open combined synopsis/solicitation with the associated NACIS Code 424720 with a Small Business Size Standard of 200 employees. (v) The Contract Line Item Numbers, Items, Quantities, and Units of Measure are: See Attachment (RFP 70RDAD19R00000002). The anticipated date for contract award is on or about July 2, 2019. (vi) The Contractor shall provide DHS Emergency Fuels and Services in accordance with Attachment (RFP 70RDAD19R00000002 Section II). (vii) Period of Performance: Base Year 7/2/2019 to 7/1/2020 and Option Year Period One through Four from 7/2/2020 to 7/1/2024.
