Biometric Capture Device GWAC
DHS Office of Procurement Operations is issuing an RFP to establish government-wide, multiple-award IDIQ contracts for biometric capture devices and peripheral equipment, with Firm Fixed-Price orders. Awards will be made under full and open competition across five device tracks: Fingerprint, Facial, Iris, Palmprint, and Multi-Modal. The government anticipates a minimum of three IDIQ contracts per track with no maximum, using a Highest Technically Rated with Fair and Reasonable Price (HTRO-FRP) best-value basis without price/non-price tradeoffs. Offerors may propose for one or more tracks, must submit a separate proposal for each track, may include multiple devices in a single track proposal, and alternate proposals will not be accepted. The period of performance will be a one-year base period plus four one-year option periods, with dates established at contract award; evaluation factors include device availability, supporting documentation (not rated), technical approach, and price (not rated).
